This is for any city...Find out if they have trainee night at some expensive places...sometimes these joints let their students cut hair for free... they need real clients and they are probably as good as the person who charges tons of money. So don't just call the places that charge $200.... call the really expensive ones... they might even be more likely to have freebies.Can anyone recommend a hip, talented hairdresser who cuts great hair w/o costing $$ here in San Francisco?

Almost any hair stylist in the North Beach area , or stop someone that has a cut or style you are looking for and ask them who cuts their hair . I don't think anyone would be offended by a compliment like that.
